"Andrew Horowitz" musician and Andrew Horowitz Tally Hall both have very few results on Google search. There is only one profile specifically about him [1]. Delete Tangential connections to notable artists fails under NOTINHERITED. Delete based on a lack of RS recognition. Largely written and maintained by 2 SPA accounts and unregistered IP addresses, it seems suspiciously self-promotional by the subject himself.
