  • Delete The writing us unclear, but this looks like a description of a simple image compression algorithm for image with large relatively uniform regions. It is somewhat related to compression using a Hilbert curve scanning algorithm. But I was unable to find any RS under this particular title, so it seems to fail WP:GNG guidelines. --Mark viking (talk) 21:46, 3 January 2014 (UTC)[reply]
