Biography of a city councillor, in a city not large enough for its city councillors to pass WP:POLITICIAN just for being city councillors. In addition, the article's only non-primary source is the article about his death in the local newspaper, thus failing to demonstrate that there's actually enough substantive coverage of him to invoke the WP:GNG loophole.
