Keep. A national plan that satisfies GNG and is capable of being expanded beyond a definition. Generally, anything at a nationwide national level of government is kept. Deletion would also violate WP:ATD, WP:PRESERVE and WP:R as National Action Plan on the Elimination of Child Labour exists as a target for merger and redirection.
