Delete I have used the Wayback Machine to rescue the two dead references 1 and 2. I don't think these do enough to establish notability. I have found additional discussion here here and here, however I wouldn't qualify any of it as significant coverage. None of these or their referenced links offer much that we don't already have, aside from a self-written paper. Delete There is a mention in a book which seems to be about chemtrails and whatnot: https://books.google.no/books?id=uX9KDwAAQBAJ&pg=PT221&lpg=PT221 I do believe the HiVolt was a genuine idea at the time, but it does not really seem to be notable enough. Egil (talk)
