Article fails WP:ANYBIO - lacks significant coverage (only a series of mentions in passing), holds a non-notable public servant position, and has no other notable achievements. • Delete aside from the announcement of his appointment I see his name on many lists of attendees at government functions, but no in depth coverage in RIS.
