The relevant notability guideline is WP:GNG, and that's not met here in my opinion. Source 1 provides a lot of coverage in the context of jazz; more on that below. Source 2 doesn't mention the term "Manouche", and source 3 provides only passing mentions. There are two plausible redirect targets here, Gypsy jazz and Romani people in France, though I lean toward the latter.
