Biography of a person notable only as a city alderman, referenced only to unspecified content in the municipal archives of the same city (a type of primary sourcing that every city councillor in every city could always show). As always, city councillors are not handed an automatic free pass over WP:NPOL #2 just because they exist, but must be the subject of enough reliable source coverage to be deemed significantly more notable than most other city councillors -- but nothing here demonstrates that at all.
