Delete. As always, people do not get Wikipedia articles just for being candidates in elections they did not win — but this demonstrates neither that he had preexisting notability for other reasons besides the candidacy (in fact it doesn't even try) nor that his candidacy was special in some way that would make him more notable than everybody else who ran but didn't win.
