He is a district level politician. He is a Zilla Panchayet member (please see this). First I have thought that he is an MLC. But, after reading the article carefully I have understood that Zilla Panchayet is translated here as District Legislative Council. The article fails WP:NPOL, WP:ANYBIO and WP:GNG. S. M.
