I'm not entirely sure if this is notable outside of the usual and expected news coverage at that time and my searches found nothing better than this and this and, as this was a one-time event and unlikely to start again (nothing to suggest this even continued after 2008), there's also no move target and there has been no better improvement since starting in September 2007.
