The result was delete. There is consensus that the subject does not appear notable at the moment. I see a very recent request for more time to work on this; it does not strike me as very reasonable to relist this for an indefinite amount of time when consensus has already formed, so I will instead delete, and provide a draftspace copy on request that can be worked on with no deadlines.
