- Comment -- this source attributed the concept to a 1960 work by Clifford German: Economic and Social Transformation in China: Challenges and Opportunities. As well as here: Measuring National Power in the Postindustrial Age. So the concept exists, but at a quick glance it's unclear if the article is about something else. It appears to serve as a promotional vehicle for Mr Ruvalcaba; I just removed an external link to his work from the body of the article. K.e.coffman (talk) 03:32, 24 August 2016 (UTC)
