The article seems to be OR, and it fails WP:GNG. Its subject is a phrase, or an acronym for the phrase, but none of the sources presented appear to use the phrase. I've searched for examples of usage, and found one or two examples that could potentially be illustrations of usage, but nothing that discusses the phrase itself.
