The lack of use, the file description and the other uploads sound like the image was specifically uploaded as spam. Further, there is no evidence that these images are works by the US government and www.bulletproofexec.com/ is not freely licensed, either. Due to the university's logo being essentially the center of this photograph, I'm not sure if this is non-free as a derivitave work or if it is truly releasable wit a free license.
