Invalid public domain reasoning. Being an official government photo does not make it public domain. See also c:Commons:Copyright rules by territory/France. Although this is a photo from gouvernement.fr, it is a photo and not covered by the creative commons licensing. Whpq (talk) 13:31, 4 April 2019 (UTC)[reply]

Comment: From the French Wikipedia's image page: "The person who associated a work with this deed has dedicated the work to the public domain by waiving all of his or her rights to the work worldwide under copyright law, including all related and neighboring rights, to the extent allowed by law. Comment. Definitely not public domain. https://www.gouvernement.fr/en/terms-and-conditions "All other content on the Gouvernement.fr website is covered by copyright. Any reproduction is therefore subject to the author’s consent in accordance with Article L.122-4 of the French Intellectual Property Code." Infographics and videos on that site are CC-BY-NC-ND.
