I can't help but see a striking similarity between the editing habits of banned User:98E and the currently active User:Rappingwonders. This report is not meant to be an "attack" on Rappingwonders but it's to ensure 98E isn't evading a ban. The bold headings state the similar editing patterns. Both revert the first time someone adds a "__nogallery__" tag to nonfree image categories.[11], [12]
Both know a "__nogallery__" tag is added to categories if all images are nonfree.[13], [14]
Both say it's ok to remove the "__nogallery__" tag if one image is free.[15], [16]

Possible vandalism
User:98E was obviously disruptive. One of his suspected socks, User:PitOfBristol1973, edited Lindsay Lohan with a false edit summary. This could be compared to these series of diffs by User:RappingWonders on Sean Kingston (both could've purposely used a false edit summary to add possible vandalism).
Regarding RappingWonders' first edits, it's unusual for a newbie to be familiar with adding fair-use rationales. I don't want to accuse an unrelated person but the last thing we want is 98E to be active. Spellcast (talk) 02:25, 30 January 2008 (UTC)
Possible verging on
