New account created shortly after ProofRobust declared their intent to abandon their account and create a new one to avoid admin scrutiny (see Special:Diff/1128283466, Special:Diff/1128322012). The new account immediately launched into minor copyediting and antivandalism tasks that are not consistent with the knowledge level of a brand new user, and are consistent with ProofRobust's prior editing focuses and pace of editing (if not their use of semi-automated tools). The piece of evidence that is leading me to file an SPI check rather than just waiting for problematic behavior, however, is that the sole gap of more than 10 minutes between edits not preceding a non-minor edit in LeifHawthorne's history is between 17:45 and and 17:58 UTC, during which time ProofRobust has made their only edits since LeifHawthorne started editing (Special:Diff/1128367841 Special:Diff/1128368449). Actually, one other detail, what is the expected interaction of the partial-block against account creation and the IPBE that are currently both active on ProofRobust's account? • I thought this was sort of thin (among other things, there's a 50 minute gap for Hawthorne starting at UTC 1700), but I did have concerns about both ProofRobust's stated intent to have an illegitimate clean start, and LeifHawthorne's editing pattern (unlikely to be new, rapid edits, all through the newcomer tool with the notable exception of Jordan Shapiro). Long story short: ProofRobust has IPBE for proxy use, but does not appear to be using one at present, and is  Unrelated to LH. LH however is  Confirmed to two other accounts that they're switching between:

  @Rosguill: I'm not 100% certain, but I don't think your current block is doing anything – ACB should prevent them from accessing Special:CreateAccount while logged in, but I don't think it will affect whether they can log out and make a new account. --Blablubbs (talk) 21:16, 19 December 2022 (UTC)[reply]
