Harold Trent Franks (born June 19, 1957) is a former American politician and businessman. He was the U.S. representative for Arizona's 8th congressional district from 2003 to 2017. He is a member of the Republican Party.
In December 2017, the House Ethics Committee announced that it would investigate allegations of sexual harassment against Franks. Franks had repeatedly asked two female staffers to have his children as surrogate mothers. After he resigned on December 7, 2017, U.S. Speaker Paul Ryan said the investigation found the claims to be "credible".
